Delete \Windows\system32> from command window for Relevant Knowledge removal?

My computer will not start up, I get a window saying "relevant knowledge has stopped working", windows is checking for a solution, if I cancel this, it loops bac, if I let it run on after a few minutes I get "relevant knowlededge htopped working", in safe mode, the same, the only way I can get anything is safe mode with command prompt, and it has C:\Windows\system32> I was told to type in a command string, but I get a syntax error message and cannot get to C:
