Should this dog be Considered Dangerous?

Sounds like it is the owners fault not the dogs fault. They need to get him in obedience cles NOW. If they don't want to spend the time/money on cles they need to give him to somebody who. I have NEVER said this before but if nobody is willing to help the poor dog then the best thing is to put him to sleep because somebody was too lazy to train him.
