Was Mayweather right all along, USADA should have all control of drug commisions in the entire US?

We have seen Martinez KO a black man who has never been KO before. Martinez can't even KO Kelly Pavlik who was on alcohol rehab before he fought Martinez. Pacquaio came from flyweight and all of a sudden hurting welterweights. Donaire is working with Victor Conte. Ishida all of a sudden gain so much power when he fought Kirkland when he is suppose to be a light puncher. And now Victor Ortiz who weighted heavier than Berto and looked more rip despite supposively being smaller is hurting a bigger guy. Something is not right here. I think Mayweather was right all along, state commissions should all be fired and have USADA control all drug commissions in the entire country to establish fair play for every athlete.
